Meeting Minutes

Present: Don Bugbee (Director), Bob Dunn (Chairman), Mary Ellen Garbarino, Missy Garvin, Tim Gavin, Nigel Logan
Absent: John Flower (Vice-Chairman), Glynn McAraw

1. CALL TO ORDER
Chairman Bob Dunn called the meeting to order at 7:00 PM.
2. APPROVAL OF MINUTES – May 5, 2016
Missy Garvin moved and Tim Gavin seconded to accept the minutes of Regular Meeting May 5, 2016. SO VOTED.
3. DIRECTOR’S REPORT – Don Bugbee
PROGRAMS
Don Bugbee reported that the Summer Programs are all set, sign-ups are ongoing and the staff is all hired. The lake and beaches were open for Memorial Day weekend. Everything is on the Town Website.
FACILITIES
The tennis courts are being repaired / resurfaced at this time with the addition of new lines, nets and poles. The basketball court has been resurfaced and repainted with new lines being put down. Don was pleased with the work so far.
Town Woods Park is looking good. The latest pieces for the playground have arrived and will be installed as soon as possible. Missy stated she is hopeful that volunteers will do the installation and will keep Don updated.
Hains Park has been busy with rowers and there was a problem with rowers parking that do not have Town of Old Lyme parking stickers on their cars. Don is working on this problem with First Selectwoman Reemsnyder. There was a discussion.
There was a discussion and plan presented as to where the boats will be stored during the construction period.
4. OLD BUSINESS
a. Boathouse Update
John Flower was at the last Boathouse meeting, but was not present tonight to give an update. There is a special meeting tonight where the revised bid documents will be reviewed and approval for payment of invoices from Nina Peck will be voted on.
5. NEW BUSINESS
a. Lease Agreement between the Town and Regional District 18
Bob Dunn reported that he had sent an email to First Selectwoman Reemsnyder on May 17, 2016 with a request for a copy of the Boathouse Lease Agreement with District 18 and the current STEAP Personal Services Agreement to be emailed to the PRC members for their review. To date the PRC has received no response. A copy of this email is attached with these minutes.

c. Other New Business
Mary Ellen Garbarino asked if Don Bugbee had spoken to Frank Pappalardo of the Sound View Commission to invite him to a Parks and Rec Meeting to discuss our role in Town owned parks and facilities at Sound View. Missy Garvin stated that it would be important going forward if we did know what the Commission’s responsibility is regarding town owned parks and facilities at Sound View. It was decided that we would invite Frank Pappalardo and Bonnie Reemsnyder to a meeting in September or October.

Missy Garvin moved and Glynn Nigel Logan seconded to adjourn the meeting at 7:37 PM. SO VOTED. The next meeting of this Commission will be on July 7, 2016 at 7:00 PM.
